I've been testing the DJM-450 in a shop and noticed that in the Pioneer settings, the mixer audio output for CH1 & 2, "DJM-450 CH1/2 Control Tone PHONO", were disabled.

This made the mixer unable to work in DVS software such as MixVibes, VirtualDJ or the open-source Mixxx.
Is it something that unlocks once we buy a Rekordbox DVS licence?

I'm sorry you're off topic. My question is only related to DJ-450 and its internal soundcard, if YES or NO able to use alternative DVS software than Rekordbox.
As nobody has replied so far (Pioneer support hasn't done so), I guess it's a NO.
It has the same asio and audio driver. And also the pioneer mixer tool is the same. The only difference between the mixer you are using is the physical looks and features. But both mixer uses the same software to connect to the pc. Technically, you cannot use pioneer external mixers to traktor. BUT there is a work around.:) check other forums
I also thought so, actually - to tell you the whole story - I did applied the Traktor "workaround" before going to test it against the DJM 450 in shop (and tested before with an unofficial soundcard). I do have a 850 at home so I'm pretty used to the Pioneer drivers & software. What pinged me in that failing tests is what appears in the above screenshot: look at the disabled USB 3/4 section, that's also what I got. I'm wondering if the DJM 450 isn't locked with Rekordbox at firmware level, and if that greyed feature does enable when you buy the DVS license...
The DJM-450 comes with free rekordbox dj and rekordbox DVS licenses :)

By any chance, do you know if that greyed/disabled "Control Tone PHONO" in the pioneer settings tool (check my above screenshot) comes from the fact that the rekordbox DVS license hasn't been activated yet?
I don't have a DJM-450 to test this out but I would assume so.

I'm in the exact same boat as you, the dvs inputs are locked to Rekordbox.
It was a huge deception for me when I took time to investigate that point because the return delay to seller was over.
I'm hoping to see it into the Serato Club kit plugin one day and have a firmware update to unlock this like all the other DJM tables that have a souncard...
Honestly I think that Pioneer should be clear about this firmware lock to Rekordbox DVS and write that on their product page, at least for us customers to decide to go for the 450, or look into a 850, 900 (which aren't locked), or another brand. Rekordbox has been greatly improving over the last months (while some DVS software, which I won't name, are literally dying) and surely deserves some praise. Still, we're part of some customers who will look for "open" solutions, which doesn't seem to be Pioneer's current strategy. Let's make that clear.

I was between the DJM 450 and the 850 but the size of the 4 channel isn't my taste. So I went with the 450 baby Nexus, but nowhere in all the PR, products pages, reviews anyone ever talked of this limitation which is a first from Pioneer.

I recently bought a DJM250MK2, and couldn't get it working in Mixvibes Cross DVS at all. Indeed, the greyed out inputs meant the input DVS signal was disabled.
However, if you open Rekordbox DJ at the same time as running Cross, or any other DVS / Audio software, then the inputs are not greyed out, and indeed the inputs do then work!
Seems ridiculous you actually have to do that, but its a work around at least.
Pioneer should be clear about this restriction, which is clearly trying to lock you into using the Rekordbox DVS system exclusively.
