DJM-T1 Problem - Can't Adjust latency

My Equipment:

2x CDJ-900

DJM-T1 Mixer Firmware 3.0

Pioneer Settings Utility Driver version 1.20

Traktor Pro 2 2.6 on Windows 7 Laptop

I've been having some latency issues lately especially when I load new tracks, I get a split second skip and some very noticable feedback. The problem is my latency is set at 256ms and there's no way for me to change it (i.e. the DJM-T1 setting utility doesn't allow me to change anything, it says "The device is in use, so settings cannot be made"), so my latency is stuck at 256ms and 48 Khz.

I tried upgrading to the 1.2 driver for the settings utility but that didn't help. I don't really know how the problem started, I used to be able to change latency even in previous driver versions.

It's basically rendered my setup kinda useless, since everytime I load tracks it will skip and ruin the music flow. I'm hoping I can get some help here, thanks in advance.
