I made vu meter on ddj-ergo using sampler buttons

i don't know midi commands for hot cue buttons on T1 but you can determine them by starting to config new mapping and using learning.
In traktor settings choose Controller managment - Device -> [General MIDI] Then press Add Out.. button and choose any parameter
new press Learn button and then press hot cue buttons on tour controller one by one on each deck and see what will be written on the right of Learn button
You will se midi commands from controller buttons. For example on ddj-ergo sampler buttons on deck A send commands Ch01.Note.C4, Ch01.Note.D4, Ch01.Note.E4, Ch01.Note.F#4
now when you know what commands send hot cue button you need to map on them desired function.
In traktor pro 2.1.2 it named Monitor Deck PFL Mono. You can find it in this way - Add Out - Output - Monitor Deck PFL Mono
You must add thin function on each hot cue button but with different Controller range. I use values 0.5-1, 0.65-1, 0.75-1, 0.9-1
