So am I the only one that notices that the volume jumps down when I initiate the PHASER Effect?

Yes, this might be by design as before updating firmware it was the same.
I think it was the same with my NXS1 mixer as well.

Crap? That's a tad harsh. Would you rather have the club sound system output an excruciatingly loud pop/clip that would no doubt create an awkward moment for the crowd in addition to potential damaging the venue's audio system? That's what happens if the phasing effect were to begin modulation on a peak rather than a trough when being applied to a "loud" signal. Huge peaks in the frequency spectrum are never a good thing–nor is the resulting digital clipping.
