could somebody tell me how this import / export work what i wanna do is to make another copy of all my music from one hardrive to another i know that recorderbox has a file library back will that bring all my cue points and loops over as well and when i plug my new external hardrve that i did a file library back up is it gonna ask me to relocate each track or i am better of to clone the hard drive

Cloning a drive always works but limits that drive that drive only to work attached to the computer your Rekordbox collection is stored on.
If your intend is to access your collection temporarily on some other dj's computer then I've written a tool for that. The iTunes Rekordbox Collection Backup Tool (CBT) will collect and backup all tracks in your iTunes or Rekordbox collection, including folder/playlist structure. For Rekordbox including loops cues beatgrid etc. Basically it's your entire Rekordbox collection but then portable/shareable.

what im looking for is to copy my hardrive exact so i can have a backup drive in case that one crashs i do not wanna go threw doing all my cue points and loops again i hope someone out there knows the way to do it

That's pretty much it -- File > Library > Export Library, at the prompt to export music, select YES. That will make a zip file with the music, and entire database.

Ok don't you have to extract the folder and files and it will have all my cue points and into I put in?
@pioneer dj also if i clone the hardrive will it copy everything exact as the first drive so i can just plug it in and case something happens to the first i need to do this soon im trying to get the best way so i have an idenical drive
Yes, but if you're on a PC, it will have a different drive letter assignment, and that will screw things up for your collection (if stored on an external drive), as all music will be "missing."
