Works for me as expected using 3.0.3 (Mac) on 10.8.x
What version of rekordbox are you running and on what OS?

[OPEN] Intelligent Playlists save as empty file
Saving intelligent playlists as either a .m3u8 or .txt file results in a empty playlist file. Workaround is to copy files to a new playlist and then save.
Is this a bug?

I'm using Rekordbox 3.0.2 Rev. 2524.3611. Running on Windows 7 64bit.
