They're available for purchase for customers per says the Pioneer support representative.

The mods will answer to confirm but as far as i was aware they are only released to authorized service centers
i could be wrong :)

you can actually buy the service manuals right from the Pioneer parts site. Pretty cool if you ever need them, I know the ones I have have come in handy
