I know you don't think this is a CUE/Play button issue and I am not insisting it is but just for kicks, try turning the "TOUCH/BRAKE" clockwise and see what happens then. I say this because if the music slows down when it stops, I think it's safe to assume that a component within your CDJ is sending a pause command to the device.
Also, (can't see in the video) change your Jog mode to CDJ mode from Vinyl mode which would rule out the platter sensor acting up.
Looking at your video again and again, I'm leaning towards a button issue and I say this because I put my focus on the cue points and they change when the music stops....
