That is normal with my unit.
When i load the track, if i want to activate the hot cues, i need to hit the 'hot cue' button to load them up...
I actually think it is better this way because if you were just playing around with the loop button, and you then load a track that has hot cues saved within it, it would automatically change it from 'loop' to 'hot cue' mode, which would be annoying.
Because the blue buttons are used for other commands (and are not stand-alone 'hot cues' like certain CDJs, etc), it is a good idea that you need to 'activate' the hot cue bank.
