Official comment
They're all kept in the database... if you want to back them up, simply use File > Library > Backup Library, then on the new computer, use File > Library > Restore Library.

Where are my playlists kept?
I had to reinstall Windows onto my computer and deleted the old program files for Rekordbox and reinstalled Rekordbox too.
Can you please guide me to where my playlists would be kept on my system
[eg. C:\...] so I can load them back onto my Rekordbox please?
Is there any hope of tracing back to these playlists or would I have to start from scratch again?

Do you mean the playlist created in Rekordbox or which you created in another program?
You said you reinstalled windows, did you create backups of anything?
