Official comment
That's called stutter-cue, and it happens (as programmed) when you're in CDJ mode. Enable vinyl mode if you don't want to hear it and prefer scrub-cueing.

Help with cue sticking on XDJ-RX
Radomly when I pause a track it jumps back to the cue and plays the cue beat over and over making a horrible sound which cannot be stopped until I hold pause and cue together
