¯\_(ツ)_/¯ Sorry, I don't know.
I'll suggest you create a ticket with the support team in your region and that way it comes in from a user rather than just my reporting it.
Windows 11 still being a disaster for me when it comes to rekordbox, I realized the other day that for half a year a stuttering issue has also been keeping VR users from installing windows 11.
When I read about how they fixed it and under what conditions this problem appears, it seemed to me this is exactly the same thing that could be keeping rekordbox from running correctly.
In short, windows 11 treats processes hat are not visible in the foreground with less priority for power consumption purposes. To keep timecritical background processes running correctly, (VR, ASIO) the flag PROCESS_POWER_THROTTLING_IGNORE_TIMER_RESOLUTION
should be explicitly disabled.

Thanks for the info, I've passed this to our engineers to review.
Pulse, is this ever going to be fixed? I don't understand how rekordbox is considered "windows 11 compatible" when this problem happens on every single windows 11 computer I have come across.
