From the dropdown in the Audio preferences I am unable to successfully choose DDJ-FLX4 WASAPI which is needed to output audio through the RCA's. When I select DDJ-FLX4 WASAPI the drop down reverts to "No audio device" and no songs can play. Could this be a driver issue? There is the option to manually select drivers but all of these options refer to older products and not the DDJ FLX4.
Sounds like Windows has assumed control of it first making it unavailable for rekordbox. Go to the Windows sound controls and ensure that the FLX4 is not assigned as the default input or output device.

Again, it sounds like Windows has it assigned in the Sounds panel:
Made sure that all Output and Input devices are not assigned to the FLX 4, still receiving a Load Error and to check audio settings on the controller.
Could you possibly send or direct me towards where I could download the DJ-FLX4 WASAPI to see if that helps as it doesn't appear in the folder of audio driver installers in Preferences.
I've restarted and unassigned FLX4 from being the default input and output device. When I've gone to open up rekordbox I'm still unable to load any tracks. I then go to preferences and try to select DJ-FLX4 WASAPI and it shows "No audio device". I've also noticed my rekordbox doesn't have a PC Master Out icon in the top right corner - not sure what could be the issue as this is the newest version.

I am having this exact problem with my Rekordbox. I have diligently made sure that Windows does not have the flx4 set to default output or input. The drivers have been checked and all software is updated to the current version.
The controller works perfectly (it is lovely btw) but despite Rekordbox knowing the controller is there and allowing me to use it, it will not allow teh FLX4 WASAPI to become the output audio device. It even gives me the option to select it, knows the controller is connected and still doesn't change it to the output device.
