
Correct - if the file already exists, it determines that it doesn't need to send it again, regardless of whether the collection has been updated. Try removing it first.
I've noticed that files that a;ready exist in exported playlists on my USB aren't getting overwritten.
For example, I have processed a lot of wav's through Platinum Notes to get the volume levels all the same. When I re-export the files, they don't get overwritten on my USB stick, so it seems RB only checks if gthe files exist, not date/time stamp.

Seriously, if the ID of the track is the same and the software determines the track exists, it's not spending time comparing file data - it's only syncing files that DO NOT exist.
