jog wheel issue

my controller is brand new and the jog wheels are acting very strange. when the the song is stopped i can scratch in vinyl mode but when the track is playing, every time i move the jog wheel it slows down the track. my firmware is not outdated. in vdj 8 the jog wheel works just fine but in serato it keeps giving me problems, what should i do
