Effect Millisecond Control

It would be useful to have the effect timing to be on the top control layer rather than as a shift control.  I think almost all DJs will agree that they adjust the ms of their effects far more than whichever Release FX is selected.  Having the FX timing on the top layer frees up the other hand which is crucial for pulling off certain kinds of techniques.  I see no benefit whatsoever to having the milliseconds only controllable by holding shift.  This change could be set in Preferences for those that would like to have the old setup.
