I'm using a XDJ RX3 with a USB stick. Whenever I click on a hot cue, the track plays even when the song was originally paused. I'm hoping to set it up so that the hot cue does not automatically play, unless the song is already playing. In doing some research, I saw that in Export Mode, you can check a box next to "During Pause, GATE playback is applied." I have this checked but I'm still having the issue of the hot cue's automatically playing. Please help!

During Pause, GATE playback is applied.
The above are settings in rekordbox's performance mode, so they are irrelevant to the operation of the XDJ-RX3.
Set PAD MODE of XDJ-RX3 to GATE CUE and use HOT CUE.
Then it will be GATE playback during pause
