TORAIZ SP-16: Send program change from any pattern in a scene

This is needed so drum machines that require program changes to change pattern can play along with the SP-16... or just changing a synth patch while staying in the same scene in the SP-16.

Instead of having to change scene to send a program change, it should be possible to send a program change from any MIDI pattern.
