What software do I need for DDJ-SB3 to use Spotify?

Algoriddim's DJ Pro and a Spotify Premium account.

It might occure that your controller is not 100% functional with DJ Pro, but you can do your own midi routings if that's needed. In my experience most basic controller functions work fine.
