pioneer rb-dmx1 not working

Hi everyone. there be such a problem. there is this device pioneer rb-dmx1. When connected to a laptop, the device does not react. The backlight of the device in blue does not light up at all. In the laptop, in the device Manager, the device does not appear at all, as if it is not connected. cable is OK, all usb ports are the same is OK. Is there a problem??
