Hi, 

is DDJ-400 hardware unlock device?

When i connect it to my laptop I still have a free plan in rekordbox.

Yes, it still shows "Free" plan because you're not subscribed to any plan. It may be confusing that it doesn't show "Hardware Unlock" but it is active.
