Sorry, not at this time -- the easiest way around this is to use an empty hot cue pad to duplicate it, then erase the original one and shuffle them around.

Rekordbox re-arrange cues points just by dragging them
Hi! Is there a way I can re-arrange my cue points just by dragging them? or should I do it manually by removing the cue point then replacing it with the other cue point. If there is no function such as this one yet , I would highly suggest to have this on ur net update. Thanks!

There is no way to drag hot cues around. You will need to remove them and then replace them.
It would be nice to have something like this.
