1) Enable auto cue by pressing and holding the auto cue button so A.CUE shows in the display. This will not only prevent the track from starting, but easily allow you to cue back to the start of the track.
2) That "looping" is the cueing method when the jog dial is in CDJ mode instead of vinyl mode. It comes from the days before vinyl mode existed on CDJs and is still provided as an alternate method to find the cue spot. It loops one frame (1/74th of a second) of audio. If you don't want to hear it, enable vinyl mode.
