It's interfering with the capacitive nature of the jog wheels. If it only happens with your output device(s) connected (eg. speakers, recorder), then try using a DI box as that will isolate the signal path via transformers.
My house has wall outlets that are not grounded which causes my jog wheels to not work. I ran a cable to the ground mount at the back of the controller and when i touch it the jog wheels scratch again. Is there anyway to ground it permanently when it’s connected to a non-grounded outlet ??

For some reason, many pioneer controllers (all models) have the same issue. If your controller is connected to something that’s not grounded, whether it be a piece of equipment, cable, outlet etc. the controller won’t work properly in vinyl mode.
Try out the fix that worked for my ground loop interference using a noise isolator. I made a quick video.
