Yep, definitely seems to be an issue with the jog rotation sensor - please contact a Pioneer DJ authorized service centre in your region to have your DDJ inspected and/or repaired.

DDJ-1000 Jog nudging/wheeling not working
Bought a second hand DDJ-1000 recently and having issues with one side jog wheel not adjusting or scratching through songs. Quick video of the issue is below - left jog works fine and as I expect but right one shown has the issue. I’ve tried messing around with vinyl/slip mode etc and through preferences but it doesn’t change anything.
If anyone has a fix or knows if I might have a hardware vs software/driver issue then help would be appreciated
