DDJ-RX outer jog wheel lacks sensitivity?

So I recently treated myself to a new DDJ-RX controller and I've noticed that the outer part of the jog wheel is completely unresponsive if you move it very slowly. It seems to require a certain minimum speed before it will have any effect on the pitch bend.

Can anyone with the same controller tell me if this is normal?

Because it feels weird compared to my previous controller the Mixtrack Pro 3 where pretty much every movement would have an effect.

I have also tested the RX in traktor 2 and it was exactly the same, seems like a hardware issue rather than software to me
