thinking about buying a set of cdj 350s and a 4 channel mixer, but wanted to know if it is possible to have a 4 deck set up with just to cd players.

The CDJ-350's only have one output each, so you'd only be able to use one channel per player, but there's no harm in having a 4ch mixer to give you the ability to expand in future.

just one more point, what are my other options, do the 850s have the ability to control 4 decks with only 2 players or maybe the older cdj 1000s?

See your other question; the same thing applies to the 350's. Yes, you can assign them as multiple software controllers, but it gets messy and requires a specific configuration of the audio output device to not mess it up.
