Can't move to local storage - cloud library sync greyed out

As the title says, I'm trying to move my collection from the Dropbox cloud back to my local storage. However, any track or playlist I select in my library, the Cloud Library Sync option, and sub-options, including 'Move to local storage' are greyed out and un-accessible.

What am I to do if I want to move my library back to local storage?
