DDJ-1000 - brand new, experiencing wobbly/wavy scratching with jogwheels but not DVS

I can't be alone here... there was a guy who posted about this, and even provided audio examples, a few months ago. He tested the 800 and 1000.

The best way to describe the sound scratching from jogwheels (and slower drags, it's REALLY noticeable)... is "phlegm" in the scratched sample. Everyone knows what that sounds like.

It's a high-speed flutter/wobbly/warble. And it's REALLY evident and audible. But it is completely absent from DVS. I tried it with a regular 12" turntable and with the Reloop Spin with Serato 7" timecode. Perfect sound, as expected. Jogwheels on the 1000? No go.

Does anyone know why this is happening?

I'm on firmware 1.7, as is current. And the driver is 1.1. I'm on Windows 7, 64-bit.

I disabled C-STATES in the BIOS, and the Turbo Boost (I'm on a Dell Precision laptop).

I have an 800, too... and this problem is present (I initially thought it wasn't but it so is) with my 800 (I'm returning that, in favor of keeping the 1000, but if the 1000 isn't working, I have to return both of them and just maybe go with the Pioneer DJM-250 MK2 and ONLY do DVS, even though I'd rather not do that... I WANT those jogwheels!)

Please, please help. I'm on RB 5. Tested with RB 6 and the same exact problem.

Here is audio proof that there is DEFINITELY something wrong with the DDJ-800 and DDJ-1000 drivers for Windows. The DDJ-SX's sound is perfect (using the DDJ-SX driver for Windows of course), as is the DVS, running through the DDJ-1000. Each audio is set to a DDJ.

Two samples... the classic "ahhhh" and a male voice saying "yes" so you can CLEARLY hear what's going on. All of these are with the buffer set to 256. Same exact Rekordbox track (battle samples). Nothing is different between all four.
