if you have your tracks set to NOT load hot cues automatically then yes, They stay on ABC until you call up new ones manually, Some dj's like this feature so they can use ABC to jump around to different track samples. What it sounds like you want is similar to software like Serato/ or Traktor, when you load a song, the save hot cues load with it correct?
IF this is the case then in RB you can do one of 2 things, Enable hot cue load for ALL your tracks or do them one by one as you want. For me, I do ALL, So in this case go to the collection view so ALL your tracks are there, Select them all by clicking on one track and doinf a CTRL+A or mac COMMAND+A, now open the little part of the INFO Pane to the left and scroll down to "allow to auto load HotCue on CDJ" and put a check mark in the box, depending on the library it may take a while to do this.
to confirm they all have it enable the hot cue column by right clicking on the header and selecting hot cue, ALL your tracks shot have hot cue checked
if you exported all your tracks to usb also already, you have to do this on that device also once plugged in.
to always have new tracks added to auto load, go into RB preferences and select "Prepare hot cue auto load on import", now all future tracks added to RB will be ready to auto load IF you have an ABC hot cue set. I attached some pics below so you know what to look for
