I used to DJ with Traktor for many years and when I would upgrade my PC it was super simple to export/import my entire collection from my old PC to the new PC. All I had to do was locate and copy my collection.nml and paste it on the new PC. Viola!
I can't for the life of me figure out why Pioneer hasn't gone this route. I bought a new PC, and I watched the video of how to export/import my database from Pulse, but I didn't see how I could import existing playlists. Maybe I missed it, but man what a pain in the rear. Do I have to recreate all my playlists?

No, you don‘t have to. Simply use the Backup function of rekordbox and move the backup file to the other PC and restore it there. If you have not included your tracks into the backup you have to make sure that your tracks are copied over and are in the exact same place as on the old machine.
If not you Need to relocate them in rekordbox to use it with your Collection.
The backup will include your beatgrids, cue points, hot cues, playlists etc.
