It's more likely the quanitze settings; you can enable and disable the quantize here:

You can even adjust the quantize value in the UTILITY or SHORTCUT menus:

Hello Pioneer,
I just received my XDJ RX-2 and I noticed that I'm having delays with my pads. I set hot cue points, but when I press my pad for the cue point, there's a delay between the moment I press the pad and the moment the music starts playing.
I'm wondering what the issue is?
I'm seeing this issue whenever I use my pads or any loops, cues, or effects.

Do you have Quantize on? If not you may have to check the Preferences and see if you have the audio buffer set to high.
How do I check my preferences to see if my audio buffer is set to high? What setting should it be on. Also how do I check if my Quantize is one? Should it be on the on or off setting?
The RX2 I have should be on default settings.
That fixed it! Thank you!
