Backup without mp3 files is no problem. And yes, just put them in the same folder/structure and it's ok.
Are Cue Points in all of my tracks automatically saved as part of the library backup? If I don't export the files with the backup, will that affect reimporting later? As long as the files are the same and in the same destination will that be fine? Is there a way to relocate multiple files at once?

Hot-cue, Memory-cue, playlist order, beat-grid....
All is stored in a database file.
I use this to switch between laptop and Windows-tablet.
Export backup on 1 side, import backup on the other side. After updating or changing--> export backup on the other side and import backup on the 1 side again.
I backup my mp3's separate.
Works perfect. You should do the backup Every week!! If your laptop harddrive crashes all the work-time is gone. You can't get it back from you exported USB stick (if you use one) All your time you spend beat-grid fine tuning, setting cue-points... Gone!!
