Can someone tell why its constantly in motion, even when nothing is plugged in and nothing is playing?

Your computer specs are low and the resources aren't available? Not sure, can you provide a bit more info, like your hardware specs and what, if anything, is running in the background (check your resource monitor).
I have the same issue, the meter is constantly in motion and causes playback (audio and waveform movement) to stutter.
When i open Taskmanager, i can see that rekordbox.exe itself is using very much GPU (not CPU).
The spiking of the Audio dropout meter and GPU usage takes place whether my DDJ-RB is connected or not and whether songs are playing or not.
Sometimes, after starting rekordbox, it takes a few minutes before the meter starts spiking and playback starts stuttering. But then restarting rekordbox doesn't again give me a few minutes problem free playback.
I'm really at a loss here.

@Pulse I have a Gigabyte G1.Sniper B5 motherboard with Intel HD 4600 onboard video. So there were no other chips available. But i tried installing another graphics card, MSI GT 710. It made no difference, after a few minites the audio dropout meter started spiking as did the GPU usage of rekordbox and the audio (and waveform) were stuttering.
Also, rekordbox doesn't have any requirements for the graphics card besides the resolution. Thats why i don't get why rekordbox should be using the GPU so much.
BTW the GPU activity is in the 3D graph in Task manager.
A couple of other things for you to check:
- you don't have any "accelerator" or other applications provided by the hardware manufacturer running in the background; those apps are typically designed for gaming performance and can mess with the audio
- run any BIOS updates available from the manufacturer
- disable the Intel Turbo Boost function (info here)
Task manager showes only one program that uses so much GP: rekordbox.
While trying to find a solution i already updated the bios to the latest version.
But i seemed to have solved the problem or at least created a workaround. The MSI GT 710 i installed has much more settings than the Intel HD 4600 onboard video. In the Nvidia configuration panel under 3D settings - Program settings i added rekordbox to the list of programs and in setting CUDA GPU's i selected None instead of the selected GeForce GT 710 and thus preventing rekordbox from using the GPU. At least i think so, because now i see hardly any Audio dropout meter movement and experience no more stuttering in audio or waveform movement.
So i still don't know why rekordbox should be using the GPU, but i can enjoy my dj controller once more :-)

@Peter > Glad you were able to get that solved. Unfortunately many computers prioritize graphics data capabilities, especially with graphics adapters designed more for gaming, and as such they can drop audio packets.
