Turbo boost is only to get your computer to clock the CPU higher when it's being pushed -- there are many other things you may consider addressing before re-enabling the boost.
I updated the graphics card on my laptop and disabled Intel Turbo Boost and the issue is gone.The crackling sound is gone and I'm interested if I can turn Intel Turbo Boost on because my laptop is running a little slugish.

Intel i7 2.90 Ghz
Intel Graphics 620
8 gb ram
250 gb SSD & 1 tb HDD

What are those things that i need to address before turning the boost on??
Like disabling any background processes that may be hogging system resources, uninstalling any apps you don't need, ensuring that your OS drive has at least 10% free drive space for memory swapping, etc.
