Can this be programed?

In rekordbox under the section for the CDJ's you can set the 'Master Tempo' option as 'ON'

Once doing so, the USB device you are preparing for standalone use is having the setting. When starting my XDJ it asks me to load the setting fromn the USB. When confirming it will have the Master Tempo ON as default.

I assume it works the same for you XDJ-XZ.

Thanks, what about Talk Over and Master Cue? Can these be programed too? I can't find this option

No, only the options shown, but even then, not all of them depending on the hardware.
