My previous laptop (windows) suffered irrevocable damage, I can no longer access Rekordbox software on this machine. I did not export/back up the database through the software itself.
I have however been able to copy the rekordbox programme files from the old machine to an external storage device. I do have access to all of the music included in that database.
My question: Can I restore the database from the program files stored on my external storage onto my new machine (mac)?

Hmmm... it's been a while since I've moved a rekordbox database from Windows to Mac without going through the backup / restore process or moving to an external drive, but I think you should be able to do that. You may need to jump through a few hoops though with relocation once it's up and running.
Are you on rekordbox 5 or 6?
Sure, expectations are low here (I've already resided myself to the mammoth task ahead) so any thread we can pull at here would be super appreciated whatever the outcome.
I have just installed the latest version onto this machine (mac) though I think the former machine was rekordbox 5
