An internet connection is only required for activation the first time, after that you're able to use rekordbox offline.

Hello. Because of a firewall policy I have to follow, I cannot access, on another computer, the rekordbox site or pioneerdj.com, but I have a copy of rekordbox and . Can I activate it for the free version, offline somehow? I use rekordbox as my music library. Thank you. :)
