Yes, the change is only made on one deck, and personally, I think that's a good thing since each semitone (each + or - step) is a 6% change in pitch... more than 2 steps can really start to affect the audio.

I understand why you might want that, I'll pass it along as a feature request. In my opinion, it would work best as a preference in the settings to enable / disable key sync lock.
I use this function in seratodj, I like jumping key in mix . Function similar at sync BPM with pitch,I jump "123bpm to 98bpm" with two tracks in sync.
