I am afraid the license key you are referring to is for rekordbox 2.xx.
You do not have to use a license key for using rekordbox 4.0.3.
Please click "Free Download" on the site below to free download and install rekordbox. You only need to create a KUVO (rekordbox) account to use it.

If you want to use rekordbox dj, the purchase or 30-day trial is needed to get a license key for the new Performance mode of rekordbox.
