You can install rekordbox on the new computer with no issue; you can use the same license to install on 2 computers - but if you ever need to install it again, you'll need to file a ticket to have our support team remove the license from the old Windows computer.
As for recovering your database, if your old computer is toast and you can't access the database, there's not much you can do.
