How do you do it on a controller?

Depends on what controller it is. I'm guessing the latest two Pioneer controller that were made Rekordbox DJ have this option built-in.

Can it be coded where if you scroll to a song that is being played on any deck and load it to the opposite deck, it still produces an Instant Double effect? Similar to Serato.....Whether u double click load or scroll to the track it still doubles it

It doesn't matter what track you have selected - double-pressing the load button will automatically instant-double the other currently-playing track.
