Rekordbox DJ Key for controllers only?

Why is it that Pioneer feels there is no need to give out Rekordbox DJ keys to controllers but not to brand new CDJs? I understand those controllers "need" the software, but looking from a fiscal standpoint it makes no sense. If someone just paid over $2000 on a single piece of equipment they should get a free key to your software. Plain & simple. After purchasing brand new CDJ NXS2 gear I still do not qualify for a free software key, yet if I go buy a $200 controller I will get the key with it. Can this please change? You are splitting your entire demographic into 2 groups when there are actually tons of different kinds of DJs doing many different things on all your equipment.
