How to copy my collection from windows laptop to another windows laptop

How to copy my collection from a windows pc to another windows pc (including hot cues, tags, comments, etc... of each track)?

1. File > Library > Backup Library on PC 1.
2. File > Library > Restore Library on PC 2.

Of course this is a one time copy, and it overwrites the library on PC 2.
